The project aims to enhance the humanitarian response to the protection needs of refugees and migrants from Venezuela, as well as victims of the armed conflict and vulnerable host communities, contributing integrally to the resilience of the population. This includes the promotion of physical and mental dignity through comprehensive actions aimed at overcoming barriers to accessing basic services and exercising socio-economic and health rights in the Putumayo region, Colombia.

This project focuses on humanitarian aid in an emergency and protection with a simultaneous community and individual approach, seeking to promote psychosocial alternatives to accessing social rights and physical and mental health, for example through the incorporation of mobile Listening Centres for basic health care. Assistance is provided directly, with the possibility of referring cases to public health institutions or other humanitarian organisations for comprehensive channelled assistance to persons identified and duly registered for their specific protection needs. Access to rights can be complemented with the provision of humanitarian assistance through CBI: multi-purpose cash deliveries and/or non-cash assistance (shelter, food, transport and/or kits according to an EGD, age/gender/diversity approach).

At the same time, an inter-institutional and inter-agency coordination strategy with a community focus is developed with the intention of disseminating information on health risks generated by COVID-19 and promoting capacity building for community and individual mobilization to mitigate risks in a coordinated manner.

Overall objective 
To improve the humanitarian response to the population of refugees and migrants from Venezuela, as well as to the victims of the recent armed conflict and the vulnerable host community, contributing in an integral way to the resilience of the population.

Specific objectives

• To promote people’s resilience based on specific protection needs with a focus on age, gender and diversity (AGD) through continuous attention and guidance as well as systematic monitoring of the rights applicability process.
• Provide immediate humanitarian aid to the population of interest in a subsidiary in-kind and non-in-kind manner, according to the AGD criteria established for each category, to ensure access to rights in accordance with specific protection needs.
• Promote the overall health of the population with a focus on mental health and psychosocial care, both at individual and community level.

• To register cases and communications in the UNHCR system – PRIMES – identifying specific protection needs (NEP)
• To produce periodic reports to feed UNHCR analysis and presentations
• To study and offer guidance on cases concerning access routes to rights and social services
• Case targeting and follow-up, based on identified needs (including random home visits), to relevant entities (institutions or organisations)
• To provide information on public health and prevention of COVID-19
• To identify higher vulnerability profiles for cases to be treated in an emergency with consideration for protection risks (single women, women with children and adolescents, households with high presence of children and adolescents, persons with critical medical conditions and/or serious illness, elderly adult alone, hikers, etc.).
• To manage cases of persons with international protection needs, according to an EGD perspective, based on the Humanitarian Assistance and Protection Risks Guide to provide humanitarian assistance for temporary shelter and/or food, transportation and exceptionally travel resources (health cases and asylum seekers), which contribute to the stabilisation of the population and the fulfilment of basic needs
• To provide individual and group psychosocial assistance with AGD approach to identified cases

• Strengthened resilience of people based on specific protection needs with a focus on age, gender and diversity (AGD) through continuous attention and guidance in addition to the systematic monitoring of the rights enforceability process.
• Immediate humanitarian aid provided to the population in accordance with AGD criteria to ensure access to rights in accordance with specific protection needs.
• Comprehensive health promotion for the population with a focus on mental health and psychosocial care.
