Description

The project aims at generating empowerment in focused communities and strengthening local governance for sustainable local development. This aim is pursued through a participatory approach focused on the rural population, with special attention to the participation of young people and women. The project aims at reconstructing an atmosphere of trust between public institutions and the local population, ensuring that the planning and implementation of social policies effectively take into account the needs of the rural population. At the same time, it supports local producers through the allocation of investment funds, with the participation and direct contribution of national and international companies and private actors that guarantee access to markets and better marketing of the products coming from target communities. Therefore, associative, cooperative and inclusive trade with the participation of social enterprises is promoted.

Finally, the project aims at creating an Artistic Cultural District for Peace in each municipality.

Goals

Overall objective
Improvement of the living conditions of the local population in the framework of the peace agreement implementation.

Specific objective
Increased participation of local communities and inclusive local development in five municipalities in the department of Putumayo.

Activities

  • Promotion of participatory planning.
  • Preparation/implementation of executive plans for Small Priority Investments (PIP), technical assistance, training on transparency and establishment of a transparency guarantor network.
  • Establishment of a Diploma in Good Governance with the School of Advanced Training in Public Administration (ESAP).
  • Baseline and characterisation of co-operatives, reading and analysis of co-operative statutes, workshops on solidarity economy, meetings and General Assemblies of co-operatives, technical assistance and accompaniment, working groups for the analysis of development programming documents with a territorial approach.
  • Preparation of a Community-led Territorial Approach in each area of intervention and preparation of comprehensive rural development plans with a territorial approach.
  • Analysis of the production potential of the territory of each village according to national and international market demand as well as community-led preparation of business plans for products.
  • Launch of a programme to promote and strengthen cooperatives, SMEs and the implementation of local economic initiatives financed through cascading grants.
  • Design of concepts and products, analysis of target markets and production and the structuring of business plans.
  • Launch of a “CONPAZ” Arts Training Centre in each area of intervention.
  • Launch of a Literary Café as a local economic initiative.

Output and results

  • Increased participation, empowerment and ability of the population to influence public social policies.
  • Improvement of spatial planning at municipal and departmental levels by local governments.
  • Development and activation of a strategic value chain in each targeted Municipality, with the participation and direct contribution of both national and international companies, as well as private actors that guarantee access to markets and better marketing of villagers’ products.
  • Establishment of an Artistic Cultural District for Peace in each municipality.
